The permanence of form and matter is permitted only by the balanced activity of the three fundamental modes of vibration at the neutral center thereby suspending their activity. The continuity of existence of all molecules and therefore of all masses depends on the molecular neutral center where the fundamental component vibrations are temporarily held in balance. Should we break up the equation of these three modes of vibration, we will evolve latent power into kinetic energy. By influencing this neutral center, certain orders of vibration can break up the balanced equation, divide the components of the molecules and thereby divide the components of the mass into the primordial ether, from which the molecules were originally constructed.
There are certain modes or properties of vibration which can direct the component vibrations of any mass to the neutral center of that mass "neutral attraction", "neutral affinity", "negative attraction", "polar negative attraction", are terms expressing the effect or resultant of certain combinations of these modes or properties of vibratory induction.
Through study of the dominant Keely sought to control the power he evolved, by altering the dominant mode of vibration in the triplicate flows of force. One of his friends said "The vibrations used by Keely, which rupture the molecular and atomic capsules of matter, must remain THOUGH IN ONE POINT ONLY, a secret with the discoverer until he has completed his system and successfully demonstrated and patented one invention." Therein is where Keely failed. He was not able to prevent reversions his machine would not remain in continuous motion.

"So stood matters with Mr. Keely until a few years ago, when, fortunately for his hopes of success, a new conception came to him by accident, as he asserts; one of those happy accidents, it would appear, which only men of the unusual capacity called genius are ready to take advantage of. Just what this conception was, Mr. Keely, with business-like caution, keeps to himself. The public, for the present at least, must be content with its visible results; but these are sufficiently noteworthy to amply repay consideration. They indicate two things: First, that Mr. Keely is no longer dealing with a power arising from gaseous pressure; and, second, that he has made this power capable of producing rotation, levitation, and other effects of mechanical energy. What he claims, in regard to the source of his new system of power, is that he is able to draw vibratory energy directly from space by the aid of special resonating expedients, and that this energy can be made to yield powerful attractive and repulsive force and be converted into vigorous rotary motion through the use of certain apparatus. The power obtained, he asserts, is duplex, or has two opposed conditions, like the positive and negative states of electricity. Mr. Keely denominates these conditions positive and negative, though with the reservation that these terms do not imply excess and deficiency, but simply opposite conditions of energy. He is able, he declares, to disturb the equilibrium of these opposed states of vibratory activity as they exist in the elements of nature, to draw them separately into his apparatus, and to produce mechanical motion as a result of the effort of nature to restore the disturbed equilibrium." "Recently some questions, propounded to Mr. Keely by a scientist, elicited answers which the man of science admitted were clear and definite, but no physicist could accept Keely's assertion that incalculable amounts of latent force exist in the molecular space, for the simple reason that science asserts that molecular aggregation is attended with dissipation of energy instead of its absorption. The questions asked were:-
I. "In disintegrating water, how many foot-pounds of energy have you to expend in order or produce or induce the vibratory energy in your acoustical apparatus?"
Answer.- "No foot-pounds at all. The force necessary to excite disintegration when the instrument is sensitized, both in sensitization and development, would not be sufficient to wind up a watch."
II. "What is the amount of energy that you get out of that initial amount of water, say twelve drops, when decomposed into ether?"
Answer.- "From twelve drops of water a force can be developed that will fill a chamber of seven pint volume no less than six times with a pressure of ten tons to the square inch."
III. "In other words, if you put so many pounds of energy into vibratory motion, how many foot-pounds do you get out of this?"
Answer.- "All molecular masses of metal represent in their interstitial molecular spaces incalculable amounts of latent force, which if awakened and brought into intense vibratory action by the medium of sympathetic liberation, would result in thousands of billions more power in foot-pounds than that necessary to awaken it. The resultant development of any and all forces is only accomplished by conditions that awaken the latent energy they have carried with them during molecular aggregation. If the latent force that exists in a pound of water could be sympathetically evolved or liberated up to the seventh subdivision or compound interetheric, and could be stored free of rotation, it would be in my estimation sufficient to run the power of the world for a century."
