Let’s not understate Hal Puthoff’s actual intellectual relationship with the real ZPF.
Puthoff was not incidentally associated with stochastic electrodynamics. He became one of the prominent modern figures trying to make a physically real electromagnetic vacuum do explanatory work — from his SED treatment of hydrogen, to later work on inertia with Haisch and Rueda, to gravitational questions involving the vacuum.
Yes, Puthoff developed distinct mathematical programs. His Polarizable Vacuum formulation is not identical to his SED hydrogen work, and neither is simply interchangeable with his other ZPF-based gravity ideas.
But separating the programs does not erase the deeper continuity running through them: Puthoff repeatedly treated the vacuum as something physically consequential rather than as an empty backdrop.
And that leaves a very interesting unanswered question.
Given Puthoff’s sustained commitment to a physically active ZPF, did he ultimately believe that the physical vacuum investigated in his SED work was related to the “polarizable vacuum” he later used to represent gravity?
If so, where is the derivation?

As far as I can establish, that bridge was never completed.
That doesn’t mean PV = SED.
It means the relationship between two major strands of Puthoff’s own vacuum research remains an unfinished physical question.
